The U.S. aircraft carrier Nimitz plans to make a port call in Hong Kong, a spokesman for the U.S. Consulate said Thursday, in a visit amid strained Sino-U.S. relations.

''We have received clearance from China for aircraft carrier Nimitz to visit Hong Kong in the near future,'' the spokesman said, without confirming the duration of the port call or the size of the carrier group.

Hong Kong media reports said the warship will arrive next week.

The South China Morning Post reported that Beijing has approved a visit by the Nimitz, and its 5,000 crew members will spend four days in Hong Kong from Wednesday next week.

Ties between China and the United States have been strained recently over a string of issues, including U.S. President Barack Obama's planned meeting with Tibetan spiritual leader Dalai Lama in defiance of Beijing's protests, $6.4 billion worth of U.S. arms sales to Taiwan and trade disputes.

Beijing has said it will retaliate by imposing sanctions on companies involved in the arms sales and curtailing bilateral military contacts.

The Nimitz carrier group last visited Hong Kong in 2008, a year after Beijing turned away the USS Kitty Hawk carrier group heading for the Chinese territory.

U.S. warships have for decades made port calls in Hong Kong when it was under British rule. Since the territory's return to Chinese rule in 1997, port calls by U.S. warships need Chinese permission.

IT'S TIME FOR THE OBAMA ADMINISTRATION TO BURST BEIJING'S BUBBLE

In its first year, the Obama administration went out of its way to cater to China's communist leadership. It publicly put human rights concerns on a back burner, delayed a presidential meeting with the Dalai Lama and did not press Beijing hard about its currency manipulation. Now it appears that effort produced the opposite of the intended effect. Rather than respond with its own gestures of cooperation, Beijing is pressing hard for more American concessions. Bursting with hubris about its emergence as a global power, it is testing to see Full lace wigs how far a new and inexperienced U.S. president can be pushed.

That explains China's aggressive response to the administration's announcement last week of a $6 billion arms sale to Taiwan; its dire-sounding warnings about the consequences of an expected meeting between President Obama and the Dalai Lama this month; and its public resistance to a U.S. effort to impose new sanctions on Iran. China is trying to tilt the balance of power in its direction by forcing the administration to back away from policies and principles Clip on hair extensions the United States has defended for decades. It's essential that Mr. Obama calmly but firmly reject the pressure.

The Taiwan arms sale that prompted Beijing's latest eruption is an example not of U.S. provocation but of the Obama administration fulfilling an obligation as unobtrusively as possible. The sale was agreed to years ago by the administration of President George W. Bush; supplying Taiwan with arms is mandated by a 30-year-old act of Congress. To

abandon the deal would signal the forfeiture of U.S. security leadership in Asia. So the administration went forward with the sale -- but it withheld the weapon most desired by Taipei, and opposed by Beijing: F-16 warplanes. It made sure China knew the announcement was coming.

Part of China's reaction -- heated rhetoric and the suspension of some military contacts -- was in line with its response to past arms sales to Taiwan. But Beijing also threatened to impose sanctions on U.S. companies that supply the weapons, something it has not done openly in the past. Steps against Boeing, which supplies a naval missile to Taiwan and commercial aircraft to China, would cause a major escalation in trade tensions.

At the moment, Mr. Obama's most active diplomatic initiative is the effort to win U.N. Security Council approval for tough sanctions against Iran, something that will require China's cooperation.

That would be a mistake. Instead
embroidered patches Mr. Obama should forthrightly support the cause of human rights in Tibet, and he should allow China to face potential isolation on Iran. The administration rightly says it hopes to cooperate on issues of mutual interest while not shrinking from differences. That, in fact, is the status quo that Mr. Obama inherited. THE CHALLENGE OF CHINA (The New York Times, New York)

Relations between the United States and China have turned chilly in recent months as the two countries wrangle over Taiwan, Tibet, Iran and China's continued manipulation of its currency.

President Obama is right to press Beijing to behave more responsibly -- toward its own people and internationally. China is certainly pushing its sense of grievance too far and underestimating the fear and resentment its growing power is provoking in Asia and the West.

There is little hope of progress -- on the global economy, global warming or Iran's nuclear ambitions -- unless Washington and Beijing work harder to manage their differences.

President Obama's decision last month to sell Taiwan $6.4 billion in helicopters, Patriot missiles and other defensive items elicited a particularly harsh reaction: Beijing has publicly threatened to punish American arms companies that sell to Taiwan, presumably by cutting off access to tag heuer replica China's huge market.

The sales could not have been a surprise to China's leadership. Mr. Obama told President Hu Jintao of his intentions at their summit in November in Beijing. The arms were part of a package approved by former President George W. Bush, and Mr. Obama left out the most controversial items: F-16 jets and diesel submarines.

Rather than encouraging Taiwan's independence, as Beijing claims, the arms sales will give Taiwan's president, Ma Ying-jeou, the confidence to continue his efforts to improve relations with the mainland. It is absurd for China to think that any Taiwanese leader would not want to bolster his country's defenses when Beijing is modernizing its arsenal and stationing more than 1,000 missiles across the Taiwan Strait.

Beijing's threat to punish American companies is a dangerous game, especially at a time when criticism is rampant -- around the world and on Capitol Hill -- about China's unfair trade practices.

China is alienating not only the United States but also France, Britain and Germany by resisting tougher United Nations Security Council sanctions on Iran. Beijing's view is frustratingly shortsighted. Any conflict over Iran's nuclear program would drive up oil prices and disrupt China's purchases.

The Obama administration

China Dropped from Grand Corruption Watch List as Reforms Slowly Take Root in World's Fastest Growing Major Economy, but Challenges Remain

WASHINGTON, Feb. 23/PRNewswire-USNewswire/--Despite a change of administration in the United States in 2009, significant progress has not been achieved in curbing corruption at the national level in the U.S., a new study of government accountability in counties around the world has found. The report, a major investigative study of 35 countries, was released today by Global Integrity, an award- winning international nonprofit organization that tracks governance and corruption trends globally.

"We had waited for two years to cover the U.S. again, knowing that the 2008 presidential elections were going to bring one of two reformers into the White House," said Global Integrity's Managing Director, Nathaniel Heller. "What we found this year was somewhat disappointing: no significant progress has been made since 2007. While it's only been one year, and while laudable efforts to increase the transparency of government information have been made, coordination between various agencies tasked with anti-corruption efforts remains inefficient." Heller added, "To improve future U.S. scores, efforts will need to be made to improve the effectiveness of the Inspectors General and to minimize the influence of special interest money in politics, an area that will prove challenging in light of the recent U.S. Supreme Court decision to allow greater levels of corporate and union spending on election advertising."

The Global Integrity Report: 2009 covers developed countries such as the United States and South Korea as well as dozens of the world's emerging markets and developing nations, from Azerbaijan and China to Lebanon and Vietnam. Rather than measure perceptions of corruption, the report assesses the accountability mechanisms and transparency measures in place (or not) to prevent corruption through more than 300 "Integrity Indicators" as well as journalistic reporting of corruption. Gaps in those safeguards suggest where corruption is more likely to occur.

While the U.S. has struggled to make progress on improving its anti-corruption safeguards under the Obama White House, China has been officially dropped from Global Integrity's Grand Corruption Watch List, which identifies countries potentially at risk of large- scale theft of public resources. China's graduation from the Watch List is due in part to the government's push to raise accounting and auditing standards for the country's state-owned enterprises to international levels. "In the long-run, this potentially gives the public a fighting chance of understanding the inner workings of China's largest state-owned companies," Heller said. Significant anti-corruption challenges remain in China, however, particularly government pressure on media and civil society organizations reporting on corruption issues.

A non-profit organization based in Washington, D.C., says the United States does not provide the manpower and financial backing needed to enforce the sanctions it has already imposed on Iran, even while it is now pressing for more sanctions.

The Wisconsin Project on Nuclear Arms Control recently published a report detailing some evasions of the sanctions.

"We spend a lot of time convincing other countries that we Lace front wigs need tighter sanctions on Iran when we need to better enforce our own laws already on the books," Gary Milhollin, director of the Wisconsin Project, told The Wall Street Journal.

The report said the Treasury Department's Office of Foreign Assets Control (OFAC) put China Precision Machinery Import-Export Corporation (CPMIEC) and its subsidiaries on a blacklist because the company is labeled a "serial proliferator." In 2002, CPMIEC was first sanctioned for missile-related sales to Iran; it continued to be sanctioned on a near-yearly basis.

Yet, the report said, the U.S. government never provided names or addresses of CPMIEC subsidiaries, so American buyers cannot be blamed if they do not comply with the law and do business with CPMIEC or its subsidiaries.

In fact, the report pointed out that CPMIEC and its subsidiaries have made over 303 shipments to and through the United States since 2006.

Another Chinese company, LIMMT Economic and Trade Company Ltd., has been slapped with both U.S. sanctions and a New York lawsuit for its continued proliferation in Iran. In February 2009, LIMMT was banned from importing anything into the United States; in April 2009, New York State charged LIMMT for falsifying business records and conspiracy. The indictment accused LIMMT of using multiple replica breitling aliases and false names--such as Dalian Orient Pipe Components Co., Ltd.--to evade U.S. sanctions.

When LIMMT was first sanctioned in 2004, the State Department only provided its primary name; no aliases or name variations were reported. In 2006, when LIMMT was placed on the Treasury Department's list, the Treasury identified four name variations. Twelve name variations for the company were reported in 2009.

The Wisconsin Project report says, "More attention has been given to announcing prohibitions than to enforcing them." OFAC is responsible for managing and enforcing about 30 economic sanction programs, the report says, and these sanctions continue to grow. However, the report claims the U.S. government has not given OFAC the monetary or personnel resources necessary to effectively enforce all sanctions. In 2009, OFAC's budget was $32 million.

Under U.S. law, any company or person who knowingly violates the import ban is subject to a civil fine of as much as $250,000. A criminal penalty of up to 20 years in prison could be given to any violator. The annex of the Wisconsin Project report shows American consignees have received 253 shipments: none of these companies has been penalized for sanctions violations.

The report says, "These prohibitions will continue as mostly symbolic gestures, and the companies helping Iran will continue to evade them" if the U.S. does not devote more manpower and money to develop a better system of enforcement.

A POLICE officer is swapping his patrol car for a pair of running shoes to take part in the Stroud half-marathon.

PC Peter Lay will be joining a team of more than 100 runners who are donating their sponsorship money to The Multiple Sclerosis Resource Centre (MSRC).

The 48-year-old has been pounding the hills around Stinchcombe in training.

He is not only driven on by the charity's patron, former England rugby cap and Gloucestershire county cricketer Alastair Hignell, but the memory of his father.

"I lost my dad to MS in the 1980s," he said. "I grew up as a child with him suffering from it. It left quite a heavy mark on me."

He is one of 151 Higgy's Heroes intending to take part in the race on Sunday, October 25.

Last year the Heroes raised Pounds 14,000 with 30 runners.

Alastair, who has MS, wanted to get 100 runners involved. The total not only passed that target but the 149 which is equal to his highest score in first class cricket.

DESPITE facing a recession, we credit crunch Britons are an honest bunch... mostly.

We left three handbags in 10 high streets to see who would pinch them... and who would do the right thing and hand them back. Inside each bag was a purse containing a pounds 10 note and pounds 1.13p in change.

There was also a family photograph and a diary containing the "owner's" details and a phone number so it could be returned.

The result? Perhaps surprisingly in these tough times, 21 of the 30 men and women who found our bags handed them back with the cash intact.

IT was a case of two out of three here. In the city centre, two men sat by the first bag, then one tucked it into his coat before heading to McDonald's. They haven't rung yet.

Bag two, at a bus station, was spotted by Merseytravel workers who did call us. The third bag, left on a bench, was picked up by housewife Linda Jenkinson, 59, who chased us 500 yards down the road.

She said: "The credit crunch is a worry but that would never cause me to be dishonest."

But in Islington, our bag was picked up by a mystery good Samaritan who took it into Borders.

A study by insurers Legal & General shows that the typical worth of a woman's handbag is around pounds 1,000. Joanna Peart asks a group of North-East women whether this rings true.

What men may never understand is how women seem to be able to fit the contents of the British Museum into their handbags, with space left for a box of tissues.

A working woman's handbag is an office, washroom, first-aid centre, travelling suitcase and financial department all rolled into one.

The chic, little off-the-shoulder number tends to have a substantial business compartment to hold a weighty personal organiser and diary amongst other things. Small photocopiers have been known to fit into larger handbags.

There's also a dark inner pocket in most handbags which harbours women's personal items, and there's always a strange accessory buried at the bottom, like a mini sewing kit or random hockey ball.

Most females are very conscious of bag-snatching, especially while on foreign trips, and sensibly clasp their bags with both hands firmly against the body.

It is widely known that when the famous handbag of former Prime Minister Margaret Thatcher was auctioned in 2000, it was purchased by a Scottish businessman for pounds 100,000.

And while most of us have more moderately-priced accessories, the value of a bag and its contents can quickly add up.

Now insurance company Legal & General is warning women to check that their home insurance is up-to-date and sufficient to cover the cost of their handbag ( after calculating the average contents at pounds 1,000. This includes the cost of a mobile phone, glasses, perfume, car keys and make-up as well as a host of other possessions.

Head of marketing at Legal & General, Andy Sampson, says: "It is surprising how the value of something like a handbag can mount up. It is upsetting enough for someone to lose their handbag without them realising that they are under-insured and will suffer financially too."

The Journal asked four North-East women to empty out their handbags and add up the contents, to see how valuable their prize possessions really are.

Rebecca Hartman, 18, is a full-time model with Tyne Tees Models based in Whitley Bay, North Tyneside.

She lives in Ryton, Gateshead, with her parents, Sandra and Austin.

"I'm really surprised the contents of my handbag come to this amount, but as far as I know my home insurance covers it.

"I don't think many women realise how things can quickly add up, and when I move into my own house, I'll definitely make sure I'm careful with home insurance, and make it cover the cost."

WITH only weeks to go to the Aintree Grand National meeting, three of the city's hottest fashion names have teamed up to showcase spring/summer collections at a charity Ladies Evening.

After the success of a summer pop-up boutique, designer Kirsty Doyle, couture handbag creators Nook &Willow and make-up artists Peaches & Cream hope to give Liverpool women a head start in the races style stakes.

Kirsty will be showing her Porcelain Earrings new collection of feminine, contemporary fashions and a new luxury lingerie and nightwear label Kiki by Kirsty Doyle, combining sensual silks and chiffons, while Nook &Willow will bring handmade, one-of-a-kind handbags which can either be bought or rented.

To add the finishing touch, Peaches & Cream will demonstrate their range of makeovers for all occasions and give tips on how to achieve a flawless Aintree photo finish.

The evening, at Restaurant Bar & Grill on Brunswick Street on Tuesday March 3, 6pm, will raise money for the Alder Hey Imagine Appeal, with pounds 5 donated from every pounds 10 ticket sale. There will also be cocktails designed for the evening sold for the charity and a raffle.
